Stormwater Permitting and Compliance

Industrial stormwater compliance requires more than permit coverage and a SWPPP. Stonehaven evaluates how industrial activities, material storage, drainage patterns, and existing controls affect stormwater at the facility. The resulting program addresses potential pollutant sources and provides facility personnel clear, workable procedures for maintaining compliance.

Services include:

  • Stormwater permitting applicability evaluations
  • General permit coverage and exclusion submittals, including Notices of Intent (NOIs) and No Exposure Certifications (NECs)
  • Individual NPDES stormwater permit applications
  • Facility-specific SWPPP development, implementation support, and updates
  • Inspection programs, forms, and employee training
  • Stormwater sampling and laboratory coordination
  • Discharge monitoring and regulatory reporting
  • Recordkeeping systems and compliance reviews

SPCC and Facility Response Planning

Oil spill prevention and response planning must reflect how oil is stored, handled, and could move through a facility. Stonehaven develops facility-specific programs that connect regulatory requirements with actual site conditions so responsibilities are clear and prevention and response measures are workable.

Services include:

  • Spill Prevention, Control, and Countermeasure (SPCC) applicability evaluations
  • SPCC Plan development, implementation support, and updates
  • Facility Response Plan (FRP) applicability evaluations and plan development
  • Oil storage, transfer, and secondary containment evaluations
  • Inspection, testing, and recordkeeping programs
  • Oil-handling and spill response procedures
  • Employee training
  • Discharge notification and regulatory reporting support

EPCRA Reporting and Emergency Planning

Emergency Planning and Community Right-to-Know Act (EPCRA) requirements vary based on chemical classifications, quantities stored or used, and facility operations. Stonehaven evaluates chemical inventories and applicable thresholds so reporting and emergency planning obligations are identified accurately and managed on time. The result is reliable information for facility personnel, emergency responders, and regulators.

Services include:

  • EPCRA applicability evaluations
  • Extremely hazardous substance (EHS) emergency planning notifications
  • Safety Data Sheet (SDS) or hazardous chemical list reporting
  • Tier II hazardous chemical inventory report preparation and submittal
  • Toxics Release Inventory (TRI) applicability evaluations, calculations, and Form R or Form A reporting
  • Emergency release notification procedures and follow-up reporting
  • Clean Water Act (CWA) hazardous substance Facility Response Plan (FRP) applicability evaluations and plan development
  • Environmental emergency response and contingency plan development, implementation support, and updates, including Integrated Contingency Plans (ICPs) and state-required plans

Waste Management

Effective waste management requires clear procedures, consistent day-to-day practices, and a reliable system for maintaining compliance. Stonehaven develops facility-specific programs for hazardous waste, universal waste, and used oil that establish clear responsibilities and support compliant waste management over time.

Services include:

  • Waste stream evaluations, characterization, and documented hazardous waste determinations
  • Hazardous waste generator category evaluations
  • EPA identification number and regulatory notification support
  • Facility-specific hazardous waste, universal waste, and used oil management procedures
  • Satellite and central accumulation area, container management, and inspection programs
  • Hazardous waste contingency plans and emergency procedures
  • Hazardous waste report preparation and submittal, including biennial and state-required reports
  • Employee training, recordkeeping systems, and compliance reviews
  • Facility closure and hazardous waste unit closure planning and regulatory support

Wastewater Permitting and Compliance

Industrial wastewater may be regulated through National Pollutant Discharge Elimination System (NPDES) permits, federal pretreatment standards, local sewer ordinances, or a combination of requirements. Stonehaven evaluates how wastewater is generated, where it is discharged, and how facility operations affect the discharge so the applicable requirements are clear and the compliance approach reflects actual operating conditions.

Services include:

  • Wastewater discharge and permitting applicability evaluations
  • Individual NPDES wastewater discharge permit applications and renewals
  • Industrial user surveys and wastewater discharge permit applications
  • Categorical pretreatment standards applicability evaluations
  • Wastewater characterization and sampling
  • Permit and sewer use ordinance compliance reviews
  • Discharge monitoring, reporting, and recordkeeping systems

Air Permitting and Compliance

Air permitting requires an accurate understanding of how a facility’s equipment, materials, production rates, and operating schedules interact with regulatory thresholds and exemptions. Stonehaven evaluates these factors together so permitting decisions are based on the facility’s actual operations and compliance obligations are clear.

Services include:

  • Air permitting applicability evaluations
  • Potential to emit (PTE) and actual emissions calculations
  • Air permit applications, renewals, and modifications
  • Air permit compliance reviews
  • Emissions inventories and regulatory reporting
  • Recordkeeping and material usage tracking systems

Environmental Compliance Assessments

Stonehaven conducts systematic assessments of facility operations, permits, plans, procedures, and records to determine whether applicable environmental requirements are being met. Findings are evaluated based on regulatory significance and operational impact, with prioritized corrective actions developed to address them. The result is a clear, practical path for closing gaps and strengthening ongoing compliance.

Services include:

  • Environmental compliance audits and gap assessments
  • Regulatory applicability evaluations
  • Corrective action planning and implementation support for compliance findings
  • Support during regulatory agency inspections and in responding to findings
  • Environmental compliance calendars and tracking systems
  • Environmental program, procedure, and recordkeeping system development
